Bug Description

Other OpenStack Charms support a configuration parameter (config-flags) to define any default value of the deployed service.

It would be very useful to add config-flags support in heat (ie. to change stack_action_timeout=3600 to a different value).

    Add config-flags support

    This change adds support for the config-flags user setting which
    allows arbitrary config to be injected into the default section of
    the heat.conf
