Bug Description

In the stable to next mojo tests keystone fails to come up due to duplicate wsgi configurations:

lrwxrwxrwx 1 root root 35 Feb 14 00:21 000-default.conf -> ../sites-available/000-default.conf
-rw-r--r-- 1 root root 1508 Feb 14 00:49 wsgi-keystone.conf
-rw-r--r-- 1 root root 1519 Feb 14 01:15 wsgi-openstack-api.conf

Check that other charms are not affected as well.

    Cleanup unused apache site configurations

    When the keystone charm is upgraded the apache mod_wisgi
    configuration file name has changed. With duplicate configuration
    files apache fails to start up. Generalize the function
    disable_unused_apache_sites to handle any sites we may need cleaned
    up now or in the future.
