undercloud should not have debug on by default

Bug Description

The default value for undercloud_debug is True by default. This is fine for testing, but we really shouldn't have it on as our default. undercloud_debug should be set to False by default and our CI should enable debug as necessary

Discussed with Alex, we changed a bit the context of that bug:
we said we would make the containerized undercloud less verbose by default (debug is enabled by default and it's really too much).

and specifically debug of the installer is too much. I think debug on the services might still be ok for the default

    containerized/undercloud: disable verbosity by default

    By default, we were passing --debug when deploying the containerized
    undercloud, but this is too much verbosity by default.

    Instead, we'll allow the operator to pass --debug or --verbose when
    they want verbosity:

      openstack undercloud install --use-heat --verbose
      openstack undercloud upgrade --use-heat --verbose
