While replacing controller virtual_ips.pp stucks on non-replaced controllers

ISO 1481

Scenario:
1. Revert snapshot deploy_neutron_tun_ha with 3 controller
   and 2 compute nodes
2. Add 'cinder' role to a new slave
3. Deploy changes
4. Remove the 'cinder' node
   Remove a 'controller' node
   Add 'controller'+'cinder' multirole to a new slave
5. Deploy changes <<< fail here

Deployment failed with error: Failed tasks: Task[virtual_ips/3], Task[virtual_ips/2]

In astute.log:
2017-03-17 02:20:00 ERROR [17845] Puppet agent took too long to run puppet task. Mark task as failed. Node 2, task virtual_ips, manifest /etc/puppet/modules/osnailyfacter/modular/virtual_ips/virtual_ips.pp

But logs from node does not shows that there was smth wrong:
