Bug Description

Currently the guide shows to install cinder (=cinderv1) and cinderv2 endpoints. Cinder v1 API is deprecated and should no longer be used for new deployments. Instead, deploying Cinder v3 API should be added.

Also, the endpoints are created using the old "%(tenant_id)s" parameter, while current devstack creates them using "$(project_id)s".

I've pinged Sean (the docs CPL for Cinder) to ask questions about this implementation. Patch is WIP, waiting for SME assistance.
