Deployment with multirole controller+cinder has failed

Fuel 10 build #1575

Scenario:
            1. Create cluster in HA mode
            2. Add 1 node with controller and cinder roles
            3. Add 1 node with compute role
            4. Deploy the cluster

Actual result:
Deployment has failed. All nodes are finished. Failed tasks: Task[primary-swift-proxy_storage/1] Stopping the deployment process!

Logs:
Could not start Service[swift-account-replicator]: Execution of '/bin/systemctl start swift-account-replicator' returned 1: Assertion failed on job for swift-account-replicator.service.
