    Workaround iptables issue in VM images for gate

    The infra team recently changed how the rules are applied.
    Unfortunately the new configuration seems broken and failing to set up
    any chains. Our gate scripts assume the existance of those chains,
    and thus failing. For now, workaround the issue by ignoring
    failures of iptables command in those scripts.
