Text on path options: align

Bug Description

Hi,

after playing with text on path, i think it would be
nice to propose 2 options with this tool :

First decide if the text must be attached to the path
from the beginning or the end of this path (I'm
thinking about people writing in hebrew or arab, that
might be interested by this)

Second decide if the text must be attached inside or
outside the path (example : up or down on a curve, in
or out for a shape...)

Please note that those possibilites are already offered
by the geometric transformation proposed by inkscape
(flip/rotate objects + kern text). It is proposed in
order to bring some easyness for lazy or unexperienced
people

Text on path align is already supported, we just need a UI
for setting startOffset.

Inside/outside is determined by path direction, use Reverse
path to change that.

Not even UI is necessary. Just in sp_desktop_set_style, if
the style contains text-anchor and the object is textpath,
we need to set startOffset so that the text is always
entirely on path (i.e. 100% for right-alignment).
