[2.x] rackd.log doesn't log that it is downloading images

Bug Description
The UI surfaces that the rack is downloading images, however, the logs on rackd.log do not show at all that MAAS is downloading an image. MAAS rackd.log should log that maas is downloading an image, and should log when the image completed downloading.
