Horizon not refreshing newly created endpoints via CLI

Bug Description

Detailed bug description:
 While logged into the Horizon dashboard added a new service and endpoint via CLI. The Horizon dashboard wouldn't show the changes under System Information even after refreshing the content by going to another section of the dashboard and then clicking back on Admin > System Information. I had to logoff the Dashboard and log back in to show the changes.
Steps to reproduce:
 Log in to the Horizon Dashboard
 Log in via ssh to the controller
 Load the credentials file with ". openrc"
 Create new service via CLI
 Create a new endpoint via CLI
 While still logged in to the dashboard click on Admin > System Information
Expected results:
 Show Newly added endpoint
Actual result:
 Newly added endpoint is not listed
Reproducibility:
 100%
Workaround:
 Logoff the Horizon Dashboard and log back in
