Flip xmpp agent connections on router id change

Bug Description

When router id change is detected, we already flip all bgp peerings. Similarly we should also flip all xmpp agent connections so that any routes originated based on old router-id gets deleted and new ones based on the modified router-id is generated correctly (especially in multicast areas)
