Bug Description

"IP Fabric Forwarding" setting on custom VN gets reset while applying/deleting policy config on IP Fabric VN.

Steps
-----
1. Configure a VN1 and enable "IP Fabric Forwarding".
2. Configure a VN2
3. Create a policy between VN2 and IP Fabric VN
4. Now, apply the policy on Vn2 and IP Fabric VN. This step resets the "IP Fabric Forwarding" setting on VN1. Please see the attached snapshot after policy is applied.
