Bug Description
Amudha triaging the setup in problem state.
This issue seen on R4.1 latest mitaka multi-cluster Esxi and one of Cluster is fine and other cluster guest VM not assigned dhcp IP.
guest VM launched on KVM also works fine with getting IP.
