[R4.1-37-mitaka]: UI- usability issue for project scoped SLO

Bug Description

Tenant scoped SLO can be created at Configure->Networking->SLO.
The link in left side panel to go to that page, does not come up properly and when try to slide down it goes back up.

with much difficulty sometime SLO link is partially visible and then we can click on that link.

Moving to 4.1.1 milestone, since SLO is not in R4.1 anymore.
It can still go into R4.1 if ready by end of the week.

UI- usability issue for project scoped SLO

1)The left menu was cropped and was not accessible on reducing the browser
window size. Fixed that by adding scroll to the menu.
2)Fixed the flickering effect that happens when we scroll the page with the
left menu coming below the fold.
