[EVPN VXLAN] QFX 10K as Spine: Inter VN Traffic , unable to resolve gateway ARP

Bug Description

When we are using QFX10K as L3 gateway, with our existing config ARP resolution for IRB and Virtual Gateway is not working.

Issue 1: When proxy-macip-advertisement config is enabled BMS can’t ping IRB address.

Details : DM is configuring "set groups __contrail__ interfaces irb unit <number> proxy-macip-advertisement” When this configuration is enabled QFX10K is not responding to ARP request from BMS (connected behind QFX5K)

Issue 2: Even when this is disabled QFX10K is not responding to ARP request for Virtual Gateway address.

Issue 3: DM is pushing "evpn default-gateway no-gateway-community” Is this required?

[DM]: QFX10K limitation: need to add a lo0 interface and place in RI

- QFX10K has a limitation: need to associate one lo0 interface in RI
for route lookup to happen for Inter VN traffic. Need to assign one bogus ip
- Also needed bgp.route resolution rib config for spines (for route-target family)
