Updated Symbol sets dialog: different names used in dropdown for same set

Bug Description
The sets have different names before loading them and after loading them, e.g. 'FlowSymbols' becomes 'Flow Chart Shapes' after loading.
So, it looks like we either need an index file, or (better, imho) the file names need to obey a specific scheme, to avoid preloading for getting the sets' names correctly...
Or files need to be kind of 'quick-parsed' somehow, like: break off after the name of the set has been identified, or so.

Its a bug without good solution. to get correct name need to parse all symbols files on load, what slow a lot each time open inkscape if have a lot of symbols. We cam mitigate it with the name of file similar or equal to the title.
