iPXE boot does not work with DPDK

Bug Description

Detailed bug description:

We have a PXE server VM which provides DHCP and TFTP services for others VMs which use iPXE to boot. The problem is when we add the hw_vif_multiqueue_enabled=true property to iPXE glance image, the VM cannot send out DHCP messages.
Removing the property makes boot work again, but no multiqueue.

Steps to reproduce:

Deploy MOS9.2 w/ DPDK and MQ enabled.
Spawn 2 VMs.
On one of them configure DHCP and TFTP.
Try to boot the second VM via PXE.

Expected results:
It should work.

Actual result:
Doesn't work.

Workaround:
Disable MQ.

- Versions of components: MOS9.2 + OVS + DPDK

I've analyzed the 6 patches for dpdk 17.11 https://bugzilla.redhat.com/attachment.cgi?id=1392231&action=edit and they are not applicable without major changes in our dpdk version. Unfortunately we cannot take a new dpdk version into the stable product, because it contradicts the maintenance policy and will take full release grade testing. Please use a workaround. Closing as Won't Fix.
