Bug Description

last message in tcp buffer is not processed by structured syslog collector

This is happening because of the way syslog tcp buffering is handled by Structured syslog collector. The last message in the tcp buffer is not complete till the next buffer arrives. Hence we are seeing delay in processing or missing the last message.
