Designate V1 was removed in Queens

Bug Description

Designate V1 API and Domain and Record resources were removed in Queens release. However, in Heat they were only marked as Hidden.

It means that during upgrade from Pike to Queens, if there were any stacks alive that still happen to use OS::Designate::{Domain,Record} resources, such stacks would become essentially unmanageable/undeletable.

Those resoources in fact map quite easily to the new Designate v2 API entities of Zones and RecorSets respectively, so we should provide some migration/backward compatibility during upgrades by impersonating V1-specific resources with v2 ones.
