image building dib changes in queens need review to ensure nothing else was lost

Coming from the research around Bug 1757111, we dropped the os-net-config element and switch to the packaging. I noticed that a bunch of dib element scripts that used to run no longer run. We need to make sure that none of them are still required like the openvswitch one (see https://review.openstack.org/#/c/555056/)
