[Shortcut]On the Settings, using Ctrl+↑ will slow down the Pointer moving speed.
【快捷键】在控制面板中使用Ctrl+↑调节屏幕亮度，此时亮度降低，使用Ctrl+↓，此时亮度则升高（其他有进度条也是）

  [Test Case]
1. Open start menu-Settings-Mouse，
2. Use Ctrl+↑ will adjust the Pointer moving speed
Expected Result:Speed up
Actual Result:slow down

gtk控件就是这样实现的，不是bug，用方向键控制进度条，水平方向左右键，竖直方向上下键。
