ukui-power-manager should not depend on libgnome-keyring

Bug Description

libgnome-keyring has been removed from Debian Testing and we'd like to remove it from Ubuntu 19.04 also.

The libgnome-keyring library is deprecated and its usage is strongly discouraged. Please update your application to use libsecret instead.
