keepalived and haproxy container images aren't downloaded in container image prep step

Bug Description

The overcloud-prep-images steps seem to be skipping the keepalived and haproxy container images which seem to be required since https://review.openstack.org/#/c/560559/.

AFAIK, those should be added explicitly, like http://git.openstack.org/cgit/openstack/python-tripleoclient/tree/tripleoclient/v1/undercloud_config.py#n416 for the undercloud heat installer case. Do we have something similar when deploying overcloud?

Brent, how are you doing the prep image command? Are you adding the docker-ha.yaml environment file there?

Wait a minute... HAProxy should be downloaded regardless of using HA or not... I wonder why it's not getting downloaded then :/
