Bug Description

Quota test failed with below error

File “/usr/lib/python2.7/site-packages/vnc_cfg_api_server/vnc_cfg_api_server.py”, line 1026, in stateful_delete
   ok, result = r_class.post_dbe_delete(id, read_result, db_conn)
 File “/usr/lib/python2.7/site-packages/vnc_cfg_api_server/vnc_cfg_types.py”, line 4335, in post_dbe_delete
   db_conn._zk_db.delete_quota_counter(path, recursive=True)
TypeError: delete_quota_counter() got an unexpected keyword argument ‘recursive’

Do not send "recursive" arg to delete_quota_counter
Closes-Bug: 1774693

Instead of sending arg - recursive to delete_quota_counter,
send it to delete_node of zk_client
