Notification refresh or ignore when SVG file changes on disk

Bug Description

Binary package hint: inkscape

Inkscape should notify user when SVG file on disk has been changed. It should present a focal dialogue asking the user to ignore this event or the refresh the SVG file. Similar functionality can be found in applications like gedit. Optionally SVG could have a setting in Preferences that will enable the before described functionality, this setting should be set to true by default.

This bug is in 0.45.1-1ubuntu

Fixing this bug will enable users to refresh SVG files very quickly in stead of manually closing and opening a particular file.
