Allow an option for one instance of AWN only

Bug Description

It would be useful if there was an option to allow only one instance of AWN. Currently, it allows for more than one - so one may accidently launch a few AWNs without realizing their screen isn't composited, and when they switch to a compositor, will need to hunt down the extra docks.

I'll take on this one as it's part of the rewrite of the windowing code (and the dbus-backend for the panel).

Awn now uses DBus to determine if it's already running, so this should be fixed.
