Bug Description

we need to support topology where contrail nodes and openshift nodes are seperate to handle load/performance kind of usecase which we support in other Contrail solutions.

Contrail on infra nodes, 4.0 deprecated

1. Now contrail components will be installed on infra nodes
provided on the ose-install, if no such infra is provided
it will be installed on the master nodes
2. Removed all 4.0 related configs.
