R4.1 build 15 Netronome build 47: In fallback mode, VM fails to boot

Issue:

Enable pure fallback mode. In one of the cases ( test script) , VM failed to boot with the following error ( the same boot when fallback mode is disabled). It could not get the metadata ip. ( Please note that ip fabric forwarding is enabled )

I see the following counters keep getting incremented :
