[2.5] MAAS should request Xenial to be imported to deploy precise/centos6

Bug Description

To deploy CentOS 6 / precise, MAAS needs to use the commissioning ephemeral environment that needs to be Xenial because of changes in the metadata of filesystems in newer versions of MAAS.

MAAS should prevent the deployment of those OS' if Xenial is not imported, and MAAS should always use Xenial.

Should MAAS automatically import Xenial if CentOS 6 or Precise are selected and neither Xenial nor Trusty are imported?
