Bug Description

https://review.openstack.org/618056 enables tempest tests on fedora 28.
In this job: neutron_tempest_plugin.api.admin.test_tags tests are getting skipped giving

There might be some configuration issue with neutron. It needs investigation.

We need python3-neutron-tests-tempest-0.2.1-0.20181218102044.fc3b314.fc28.noarch.rpm, to do so we have promote fedora28 to latest consistent:
