Bug Description

After Nova patch https://review.openstack.org/#/c/627316/1 some tempest tests(tempest.api.compute.admin.test_agents.AgentsAdminTestJSON) are failing in RDO phase1 tripleo minimal promotion job[1]

The patch bumped rfc3986 to be >=1.1.0 but in RDO stein we have python-rfc3986-0.3.1-1 which needs to be bumped to atleast 1.1.0 to clear this.

NOTE:- The latest in Fedora is 0.3.1-8 which is not good, so need a bump in Fedora to get it in RDO.
