Bug Description

Undercloud upgrade fails with:

"Error: Facter: error while resolving custom fact \"rabbitmq_plugins_dirs\": undefined method `[]' for nil:NilClass",

I'm seeing this issue with overcloud deploy(update) and we seem to be using older puppet-rabbitmq (that does not have this fix) both upstream and downstream.

Probably need newer builds soon?
