Bug Description
To install the vault charm offline, the "vault" resource definition for the vault.snap is used to specify an offline location for the snap to install from.
Currently, this resource is defined in layer.yaml in the vault snap. This is an incorrect location, the resource should be specified in metadata.yaml.
manually moving 25-29 from layer.yaml to metadata.yaml allows for the charm to be deployed, as well as, later on the snap resource is actually used for an installation.
