Bug Description

When using TripleO, the openstack-dashboard (Horizon) does not include panels pertaining to the shared file systems (manila) service.

It appears that it was removed as part of a fix to an SQLite issue as reported here: https://bugs.launchpad.net/tripleo/+bug/1766184

The review that removed support for enabling manila-ui (the dashboard plugin for manila): https://review.opendev.org/#/c/613186/

Unsure why removing manila was considered as a fix for a sqlite access issue within horizon.
