Second (dead) mouse pointer on screen after applying fractional scaling

Bug Description

After setting fractional scaling to 150%, a dead mouse pointer stays visible on screen. It is smaller than the functional one (it seems to be the size it should have at 100%).

My configuration:
- Ubuntu 20.04
- AMD Radeon 5700 XT using open source drivers
- Logitech MX Master 3 over Bluetooth
- 4k LG Monitor

I saw similar bugs reported for other hardware configs, but they got closed/duped (with a request to reopen, so I am doing that here):

I see the following work-arounds:
 - Move the mouse to the bottom right edge of the screen. This needs to be done on every login however, as the login screen itself is at 100%
 - Install a mainline kernel (I tried 5.6 and didn't see the issue with it) - however, that breaks other things

Maybe relevant: I recently changed my GPU from an Nvidia GT 980 (as fractional scaling was completely broken with it).
