Repeated stack update fails after invalid parameter value has been used in previous run

Bug Description

When any value used in LoggingConfiguration has been used in deployment environment file and when in the next run that invalid environment file is removed, the deployment fails with the same error.

    Disable LoggingConfiguration by default

    This patch makes it possible to avoid issues with LoggingConfiguration
    parameters during stack update.
