Bug Description

When Keystone resource management has been moved from puppet to ansible, Panko service lost endpoint and user during deployment.

This is train only issue since later releases don't have panko any more.

    [TRAIN-ONLY] Add keystone_resources for Panko

    Currently Keystone resources are not created for Panko during deployment.
