podman_containers broken with 2.1.1

Bug Description

There appear to be idempotency issues with the latest version of podman and the podman_container module in tripleo-ansible. This is showing up in the tripleo-modules job. Additionally the job is likely being rate limited by docker.io because we continue to fetch containers from it (alpine, nginx, etc).

I broke it while I was trying to address the docker.io problems.
