This seems to be caused by the 1:0.7 (snap transition) maas packages being installed (so the install is actually an upgrade).

Going from the transitional deb to a "real" deb install is not supported.

The way to workaround it is to purge the maas debs (and the snap, if installed) and install it again (with the PPA enabled), which will install the right version.
