Bug Description
AI builds always in the same "primary" Helipad/airfield structure and never fills the other free Helipad/airfield docks unless the "primary" structure filled the unoccupied dock with another aircraft, in such case the aircraft that returns from a mission must occupy a free dock from another structure.
Vanilla YR bug.
