image-serve incorrectly builds metadata for containers with no namespace

Bug Description

When using RH Satellite there is no namespace in the container URI.

e.g. docker://server:5000/testing-osp16_1_containers-octavia-worker:16.1

The image-serve catalog incorrectly builds the _catalog data when there is no namespace so we need to account images without a namespace. This also causes these containers not to be managed via the openstack tripleo container image commands.
