The extension mentioned in comment 2 does not fit this report.
CorelDraw has this function well implemented. It allows to create a.o. folded documents and presents every side of the paper as a single page in the orientation the user is used to (top in the drawing is what is shown at the top after folding the printed document). Page size is divided and the program takes care of the orientation itself.
Inkscape might handle it through creating guides, although I think it could be much better handled by specially named layers where drawing size is automatically adjusted. Only when calling print folded document, the document is assembled, taking care of the correct orientation.
