USB audio playback scratchy after kernel 5.13.0-30

Bug Description

Audio playback through a USB device (Focusrite Scarlett) is scratchy or overdriven and clearly slowed. I noticed this happened sometime after kernel 5.13.0-30-lowlatency (5.13.0-32 is certainly impacted).

The work around for this appears to be to change the default sampling rate in pulseaudio to 48K.
