Bug Description
In a fresh Ubuntu Kinetic VM installed with English locale, Portuguese keyboard and timezone Europe/Lisbon, the dpkg logs shown by update-manager are in Portuguese. This is a serious bug because the system language is English and there are many people residing in Portugal that do not understand Portuguese.

Tentatively reassigning to aptdaemon. LANG is en_US.utf-8 but it seems to have set locale for dpkg differently.
