Bug Description

Most of the times, when debugging a charm using `juju debug-code` I see:

```
ERROR EOF
         root@grafana-k8s-0:/var/lib/juju#
```

microk8s: 1.24

Both running in a Multipass machine in my laptop. The blueprint I'm using is this one: https://github.com/canonical/multipass-blueprints/blob/main/v1/charm-dev.yaml

I'm getting the same with "juju debug-code" or "juju debug-hooks" commands

Running:
juju: 2.9.34
microk8s: 1.25.2

I get it with any charm (tried redis-k8s, minio, discourse)
The machine is running Ubuntu 22.04.1 on an openstack instance
