Bug Description

Hey there!
If you have a machine deployed as a KVM host, it is possible to remove the machine as a KVM host, wiping out all composed KVMs, regardless of the lock status of the KVM host or the composed KVMs.

This seems like flawed behavior, since it defeats a lot of the value of locking KVMs .
I'd like to see either the ability to lock KVM hosts, or reverse-tree locking as discussed here: https://discourse.maas.io/t/add-kvm-host-locking/6197

Thank you!
