Bug Description
When installing breezy on Ubuntu 20.04, got:
WARNING: Missing build requirements in pyproject.toml for breezy from https:/
WARNING: The project does not specify a build backend, and pip cannot fall back to setuptools without 'wheel'.
Also, installing breezy now requires having a Rust compiler installed.
