Bug Description

The permission ADMIN_PROXIMITY_ADJUSTMENT allows a user to administer custom proximities between org units for holds via this admin page:

Administration -> Server Administration -> Org Unit Proximity Adjustments

ADMIN_PROXIMITY_ADJUSTMENT is missing from the schema.

Here's a branch that adds the ADMIN_PROXIMITY_ADJUSTMENT permission to the seed data and includes an upgrade script.
