I think the problem here is that iscsi-initiator -utils isn't installed on the host. So, we probably need to add that to the list of packages that are installed on the host. Maybe in tripleo_bootstrap?
But I would question the value of this test in tripleo master? Unless there is some other compelling reason to keep it around, I would be inclined to make this one non-voting?
