Bug Description

The periodic-tripleo-ci-centos-9-standalone-external-compute-target-host-master fails at [1][2][3] with following trace during the external compute deploy:

        * 2023-02-20 04:44:54 | TASK [tripleo_iscsid : Write CHAP algorithms]
        * 2023-02-20 04:44:55 | fatal: [subnode-1]: FAILED! => {"changed": false, "msg": "Destination /etc/iscsi/iscsid.conf does not exist !", "rc": 257}

Build history at [4] shows this issue started ~18th February.

I think the problem here is that iscsi-initiator-utils isn't installed on the host. So, we probably need to add that to the list of packages that are installed on the host. Maybe in tripleo_bootstrap?

But I would question the value of this test in tripleo master? Unless there is some other compelling reason to keep it around, I would be inclined to make this one non-voting?

as discussed with Chkumar, we are primarily interested in the zed version of this job so for now we will remove it from the master criteria

Brendan has a proposed fix for master there https://review.opendev.org/c/openstack/tripleo-ansible/+/874419

once that merges we can re-add to master criteria if we decide to keep it

    tripleo_iscsid: ensure /etc/iscsi/iscsid.conf exists

    Ensure iscsid.conf exists, specifically to cover the case where the
    iscsi-initiator-utils package isn't installed on the host.
