[Zed/Wallaby] ceph tag promotion line failing to promote

Ceph promotion pipeline is failing for a while in the promotion job:

with the following error:

This error is expected to happen when using tripleo_podman role from master branch in jobs running on stable releases.
The fix should be setting the proper override-checkout in promotion jobs.
